BEIJING -- China's State Flood Control and Drought Relief Headquarters on Sunday upgraded its emergency response for flood and typhoon control to Level III in the southern provinces of Guangdong and Hainan in response to Typhoon Wipha. Satellite imagery can help determine the strength, size and cohesion of a storm. The stronger a storm becomes, the more likely an eye will form in the center. When the eye looks symmetrical, that often means the storm is not encountering anything to weaken it.

The Observatory has raised the 10 storm signal, as hurricane-force Wipha descends on China’s southern coast.
